Roche looks at the world more optimistically. They are gearing up for increased production due to the expected increase in the number of people covered by health insurance and, thus, a significant increase in laboratory testing. At Roche, the cup is at half full; at Siemens, the cup is empty and leaking.
Roche is also anticipating an increase in their pharmaceutical business for the above reasons. Say what you want about ACA, but from a business point of view, who would be against a significant increase in customer base?
